There is no particular required qualifications as such, What is important is that you have some experience with using computers and the internet, and that you can take instructions and are willing to learn. The most important is that you have perfect, or near perfect English language skills.

Is there a fixed monthly income for this or do you only pay per article written? Please let me know the compensation package.

On this particular article there is no fixed monthly income mentioned. If people want to exhibit their ability we usually start out slow by giving a few writing tasks and then we build from there.
Most of the people that we have hired start with two or three articles, we discuss them and explain the way we need to have them written and then we send out enough writing projects to keep a person busy for a few days.
By this time we will know if the writer will be able to be used on a full time basis or just on occasion as a part time writer.
Our full time writers start at $200 USD per month and as long as the output is good and the writer is willing to learn more then the payment goes up from there.

By saying freelance writer, can one work a few hours a day and then submit the articles at the end of the week? Can students apply as freelance writers?

Yes, as a freelance writer the arrangements may be made with the client for what ever schedule works out best for both parties.
